he United States is the worldàleading destination for migrants and the
country has a long history of welcoming periodic waves of newcomers.
While the U.S. population accounts for 5% of todayàworldàpopulation, about
20% of the 214 million international migrants worldwide reside in the United
States.1 Immigration and immigrants hold an indisputable position in the
pantheon of national mythology.2 Yet, few issues in contemporary U.S. politics
are as contentious or politically volatile as immigration. Perspectives cut unpredictably across the gamut of societal cleavages including geographic region of
residence, political party affiliation, socioeconomic class, and racial and
ethnic group.
It is difficult to interpret public opinion trends on immigration, but there is
little doubt that Americans agree that the current immigration system is deeply
flawed.3 A July 2010 nationwide poll conducted by the Pew Research Center
and the National Journal found that nearly two-thirds of U.S. adults considered
it ¥ry important4hat Congress address immigration policy in the months
ahead.4 Periodic Gallup polls conducted between 1965 and the present show
