8. Health Technology Assessment and Pricing (March 20)
Methods for comparative effectiveness research, cost effectiveness analysis, and budget
impact analysis are important for the assessment of new therapies. Together they are
referred to as health technology assessment (HTA). Many nations have created or
authorized entities to conduct assessments of novel drugs and devices for purposes of
informing the process of price determination. Most prominent are the systems developed
in Germany, where GBA has adapted methods of comparative clinical effectiveness in a
multi-payer health system; in Britain, where NICE has adopted methods of cost
effectiveness analysis (as well as comparative clinical assessment) in a single-payer health
system; and in France, where CEPS assesses the budget impact in addition to clinical and
cost effectiveness. These initiatives provide potential models for the US in its
deliberations over how to improve the alignment between the clinical benefits and the
economic costs of new treatments.
