Desirable Qualifications

At least 1 to 2 years of contracting and/or administration experience is highly desirable
- Experience in developing scope of work, briefing memorandums, legislative reviews, policies and procedures, and processing contract documents
- Knowledge of Microsoft Word, Excel, Visio, Adobe, Power Point, Outlook, and SharePoint
- Experience as a lead in process improvement
- Possess excellent verbal, written and interpersonal communication skills
- Experience working with cross-functional teams and vendors
- Dependable and punctual, use initiative, good judgment and strong work ethics, take independent action, timeliness, prioritization, and work well under pressure
- Certified in basic acquisitions through CalPCA
- Knowledge of and experience with the California Public Contract Code, Gov Code, Welfare and Institutions Code, the State Administrative Manual, the State Contracting Manual and FI$Cal.
- Accurately interpret data, and solve programmatic and administrative problem
- Job Description and Duties
Under the direction of the Staff Services Manager (SSM) I in the Procurement and Contracts Service Section (PCSS), the incumbent is independently responsible for the development and preparation of departmental acquisition operations in support of the Department of State Hospitals (DSH). Incumbent shall work independently with project/contract managers and analysts, Department of General Services (DGS) procurement personnel, various program representatives and vendors to facilitate non-IT acquisitions in accordance with California Codes, Regulations, Manuals, and departmental policies and procedures. This position will conduct continuous quality improvement drills and monitor compliance; assist in the development of departmental procurement manuals, policies, and training materials; and provides mentoring and guidance to program personnel and peers.
