According to Wildalvsky the “Two Presidencies” thesis posits that the President is limited in the domestic policy arena but is unfettered in regards to foreign policy decisions. Using the readings, films, discussions, etc. (in a well organized essay) explore the validity of this thesis based on current and past Administrations discussed in the course. Make sure to include specific examples from the readings and films. How has institutional, statutory and informal expansion of Presidential power influenced the development of the “Two Presidencies”? Does the thesis appropriately describe Presidential power (as argued in Canes-Wrone, Howell and Lewis)? Do you agree with Wildavsky’s thesis? Why or why not? How would you characterize the Trump presidency in light of the “Two Presidencies” thesis?

Also, you should incorporate the relationship between the President and Congress, the Supreme Court and the Bureaucracy and discuss how these institutions influence the “Two Presidencies” ? Think about some of the obstacles/possibilities these institutions place in the ability of the President to expand or limit powers in domestic and foreign policy.
