Discussion: Influences on the Bureaucracy

Modern bureaucracy may seem at odds with our concepts of democracy. On the one hand democracy calls for µle by the people)n which it is the collective common people that have say over what the government does. On the other hand, bureaucracy is designed around the idea of professional administration with decisions being made by experts or experienced individuals. However, as we have already seen, bureaucracy is an unavoidable fact of government. The question before us is not one of if we should have bureaucracy, but rather what is the best way to design it?
