Since he gave this presentation a decade ago, power in the international system has become increasingly diffuse. At the same time, the U.S. foreign policy community has largely come to reject the view of a rising China as a ¥sponsible stakeholder)n the existing global system, and increasingly sees it as a revisionist challenger to it.
