1 fire cost question

I’m working on a writing test / quiz prep and need a reference to help me learn.

You are designing a building to house your new manufacturing line.  The local codes require the building to be sprinklered while providing very little passive protection features.  Obviously, you have to provide a sprinkler system, but would you consider including passive elements in the structure as well %ven though they are not required? Without attempting to assign costs, what items would you consider in the cost-benefit analysis? Include both direct and indirect costs.
